Comic #1115

1 {scene: The Royal planning room on Naboo.}
1 Sio Bibble: A communications disruption can only mean one thing. Invasion.
1 Amidala: We must continue to rely on negotiation.
2 Sio Bibble: Negotiation? We've lost all communications!
2 Amidala: I will not condone a course of action that will lead us to war.
3 Sio Bibble: What sort of stupid political system elects a 14-year-old girl to have absolute power over an entire planet anyway?!
4 Panaka: I told you something like this would happen if we gave the Gungans the vote.

Okay, a 14-year-old queen I can handle, but one who was elected? Yes, fine, there are such things as elective monarchies, but who in their right minds elects a young teenager to government office?

And then the explanation hit me.

On reflection, I should have turned Amidala's head to face Sio Bibble (yeah, that guy's name is Sio Bibble) when he is ranting, so that she doesn't look like a mannequin with that painted face.

2015-05-27 Rerun commentary: This comic predates Darths & Droids, where we used a slight variant on this idea to explain the election of Queen Amidala.

Canonically, there is no real justification for this either, except to say that Naboo was notable for its system of electing monarchs and their advisors, usually based on "intellectual maturity" and "purity of heart", over more practical qualifications, "which sometimes made them elevate soft-minded individuals to positions beyond their abilities."

In some sense, it's no wonder they were conquered by the Trade Federation.
