That Galactic Senate Chamber is friggin' huge, isn't it? Surely it's at least as big as the Vehicle Assembly Building at Kennedy Space Centre in Florida. That building generates clouds inside it on humid days. So I don't think it's that much of a stretch to assume the Galactic Senate Chamber generates fog.
